The State Water Resources Control Board recently released their draft Scientific Basis Report (Report) to support the update of the Bay Delta Plan’s protection of fish and wildlife beneficial uses in the Sacramento River Watershed and related areas, known as Phase II.
RCRC provided written comments to the State Water Resources Control Board expressing concern in a variety of areas including sustainable groundwater management, upstream issues, and an overarching need or integrated water management, which the unimpaired flow approach in the Report does not address.
