Regulatory Affairs
Much attention is focused on the actions of Congress in Washington D.C., and the Legislature in Sacramento. But what about the rules and regulations that are created to implement legislation?
RCRC created a Regulatory Affairs unit to represent its member counties in the federal and state rule making process. Rules and regulations are usually promulgated by state and federal agencies, and are typically created by commissions or committee adoption after one or more public hearings. RCRC has become actively involved in representing rural interests through out this process.
As is similarly true with legislation, rulemaking is frequently drafted as a "one-size-fits-all" approach. Rural counties have found that this kind of approach creates unreasonable and unworkable rules that are disproportionately difficult or expensive to implement in smaller counties. RCRC works to prevent or lessen such impacts.
