On Monday, March 23, 2026, RCRC Senior Policy Advocate John Kennedy accepted a Leadership Award on behalf of RCRC at the 28th Annual California Unified Program Agency (CUPA) Training Conference, in recognition of RCRC’s collaborative legislative efforts in partnership with the CUPA Forum Board.
In 2025, RCRC co-sponsored Assembly Bill 993 (Hadwick), to expand eligibility for CalEPA’s Rural Certified Unified Program Agency (CUPA) reimbursement, and the measure was signed into law. To learn more about CUPAs and why they matter, read RCRC’s letter to the Governor HERE.
