Performance Accelerator Knowledge Center Webinar Series – California Behavioral Health Transformation: County Performance Accelerator

May 19, 2026

County behavioral health leaders are navigating one of the most significant system transitions in decades with the implementation of the BHSA. The newly released Performance Accelerator Knowledge Center is a county-tested resource that supports counties in implementing these reforms to improve outcomes, strengthen accountability, and better connect people to care across systems. But with so many tools and resources available, it can be challenging to know where to start.

That’s why the Accelerator Webinar Series was created. This four-part series—each tackling a Knowledge Center module—walks through practical examples for how counties have used the Knowledge Center to meet their unique needs. This series is perfect for county behavioral health staff who want to:

  • Understand how to leverage a specific Knowledge Center module
  • Learn how other counties are using the Knowledge Center in practice
  • See how to use specific resources—like a Theory of Change—in your own work

webinar one

Building a Performance-Focused Approach

For: County Behavioral Health Department leaders and staff

Your Integrated Plan reflects your county’s vision for better behavioral health outcomes. This webinar helps you build the measurement infrastructure to make that vision real — identifying the metrics that connect your BHSA programs to meaningful progress for the individuals you serve, and giving your team the tools to track and demonstrate that progress over time.

webinar two

Operationalizing Performance Management in Behavioral Health

For: County Behavioral Health Department leaders and staff

The next step after a strong Integrated Plan is building the systems to deliver on it. This webinar walks you through how to stand up a performance management process that turns program data into real decisions, such as structured review cycles, metric dashboards that center individuals and engage frontline staff, and productive conversations with providers focused on progress and meaningful improvement.

webinar three

Using Outcomes-Based Contracting to Drive Performance

For: County Behavioral Health Department leaders and staff

Stengthening contracting is a powerful tool for accountability and performance. This webinar introduces what outcomes based contracting looks like in practice: how to structure contracts that align provider incentives with individual outcomes, assess your county’s readiness, and take meaningful first steps toward a contracting approach that rewards results. We’ll use real scenarios to make the concepts concrete.

About the California Behavioral Health Transformation: County Performance Accelerator

The California Behavioral Health Transformation: County Performance Accelerator (“Performance Accelerator”) initiative aims to arm counties with the tools they need to strengthen performance, equity, transparency, and outcomes in their behavioral health systems – all while meeting new requirements under Behavioral Health Transformation (BHT) and the Behavioral Health Services Act (BHSA).

This initiative is administered by the Department of Health Care Services (DHCS) and managed by a team of industry experts in behavioral health policy, performance management, and performance-based contracting.
