RCRC actively engages in legislative and regulatory measures involving the California Environmental Quality Act (CEQA). CEQA serves important public disclosure and mitigation purposes and helps to better inform state and local decision making. At the same time, CEQA is increasingly misused to delay projects past the point of economic viability or to extract concessions unrelated to the environment. RCRC supports CEQA’s underlying objectives, but actively opposes measures that seek to increase complexity, open the door to more litigation, or establish a one-size-fits-all solution that ignores practical realities in rural areas.
