HCD Publishes Tool for Cities and Counties Subject to Streamline Housing Approvals

On Wednesday, the California Department of Housing and Community Development (HCD) announced that the Streamlined Ministerial Approval Process (SMAP) Dashboard is now displaying an updated list of the California cities and counties that are subject to streamlined housing approvals for specific housing projects. For most of the state (507 jurisdictions out of 539 jurisdictions), Streamlining is applicable to developments with at least 50% affordability. 

HCD will host a webinar on Wednesday, July 8, to give an overview of the recently released Draft SMAP Guidelinesupdate. The webinar will include opportunities to provide comments and ask questions. In the webinar, HCD will also summarize the results of the SMAP determination.

HCD also announced that 2025 data showed a slight increase in new housing permitted statewide, up 2% from about 119,000 in 2024 to about 121,000 units in 2025. Multifamily units accounted for 85,000 of those approvals, and the number of ADUs permitted in 2025 was nearly four times as many as were permitted in 2018. More data is available HERE.
