House Agriculture Committee to Mark Up 2026 Farm Bill

On March 3, the House Agriculture Committee will begin consideration of the Farm, Food, and National Security Act of 2026, (H.R. 7567), a comprehensive Farm Bill package intended to address policy areas not included in last year’s One Big Beautiful Bill Act. The legislation spans all 12 Farm Bill titles and is designed to operate alongside the Title I safety net enhancements enacted in 2025.

Chairman Glenn “GT” Thompson (R-PA) has indicated the bill closely mirrors the version advanced by the Committee in 2024, while incorporating new policy components and building on recent investments in ARC/PLC, trade promotion programs, and crop insurance.

Key provisions highlighted by commodity stakeholders include:

  • Codifying the transition of Food for Peace administration to USDA.
  • Reorienting international food aid toward commodity-based, in-kind assistance.
  • Maintaining voluntary, incentive-based conservation approaches.
  • Updating Farm Service Agency loan limits.
  • Advancing regulatory reform priorities.

While House Republicans are moving forward with their version of the bill, significant challenges remain in the Senate. Senate Agriculture Chair John Boozman has ruled out reopening SNAP provisions enacted through reconciliation, while Senate Democrats have indicated reluctance to advance a broader package absent changes to those reforms. Given the 60-vote threshold in the Senate, it remains unclear whether a comprehensive five-year Farm Bill can advance this Congress. As a result, Congress may need to consider another extension of current Farm Bill authorities ahead of the September 30 expiration.
