The HELP II Loan Program, administered by the California Health Facilities Financing Authority (CHFFA) within the State Treasurer’s Office, offers low-cost loans to assist eligible health facilities wanting to expand and improve services to their clients and the greater community.
Eligible health facilities include district hospitals and rural facilities. Facilities must also be controlled by an entity with nonprofit status and have been in existence for at least three years. Funds from the program can be used to purchase equipment and furnishings, refinance existing debt, and purchase, construct, or renovate property. Loans from the program have no prepayment penalty, minimal loan fees, a low fixed interest rate, and applications are accepted on a rolling basis.
