Several RCRC Supported Legislative Proposals Advance at Deadline

Thursday, January 29, was a key deadline by which bills introduced in 2025 must advance out of their house of origin in order to continue through the legislative process. Several RCRC sponsored and supported legislative proposals have moved forward. 

Among them are RCRC sponsored Senate Bill 299, authored by Senator Christopher Cabaldon (D-Yolo), which provides a CEQA exemption for daycares in residential neighborhoods; and Senate Bill 501, authored by Senator Ben Allen (D-Santa Monica), which will expand Extended Producer Responsibility (EPR) to additional products with batteries.  

Two RCRC supported two-year bills advanced this week as well, Senate Bill 758, authored by Senator Tom Umberg (D-Santa Ana), which bans N2O sales by tobacco retailers; and Assembly Bill 762, authored by Assemblymember Jacqui Irwin (D-Thousand Oaks), which bans the sale of disposable nicotine vapes beginning in 2028.  

These measures now head to the second house for consideration.
