- May Revision of Governor’s Proposed Budget Released
Governor Jerry Brown unveiled his May Revision of the 2013-14 state Budget on Tuesday. While the budget outlook has strengthened from where it was two years ago, the Governor announced that revenues were not as strong as initially predicted and outlined a number of additional risks that could negatively affect California’s fiscal recovery including the uncertain pace of economic growth, rising health care costs, numerous pending federal court decisions, and lower forecasts for sales tax receipts in the coming fiscal year.

- U.S. Fish and Wildlife Service Listing and Critical Habitat Designation Proposed for Two Frogs and One Toad
The U.S. Fish and Wildlife Service (USFWS) has proposed to list two frogs and one toad as threatened species under the federal Endangered Species Act (ESA) while concurrently proposing to designate critical habitat for the Sierra Nevada yellow-legged frog, the northern distinct population segment (DPS) of the mountain yellow-legged frog, and the Yosemite toad under the federal ESA.

Assembly Bill 325 (Alejo) would expand from one year to four years (three years to provide notice and one year to sue) the statute of limitations to sue a city or county over the adoption of a housing element, the implementation of the housing element, the adoption of a density bonus ordinance, and other local government decisions related to housing.
