RCRC engages extensively with the Legislature, CalRecycle, and the Department of Toxic Substances Control on a host of solid, organic, and hazardous waste management and oversight issues and helps provide guidance to member counties on those programs.

Over the years, local governments have been tasked with greater responsibilities in the solid waste management arena, including meeting the state’s recycling and organics goals. These responsibilities are in addition to coordination and oversight over local haulers and management of local solid waste and household hazardous waste collection facilities.
