Rural County Representatives of California Opposes AT&T Petition that Threatens Universal Telephone Service Protections

The Rural County Representatives of California (RCRC), in coordination with a broad coalition of consumer, local government, labor, agricultural, and public interest organizations, has filed comments with the Federal Communications Commission (FCC) opposing AT&T’s Petition for Preemption and Declaratory Ruling, which seeks to prevent California’s Carrier of Last Resort (COLR) requirements from applying to AT&T’s planned discontinuance of Plain Old Telephone Service (POTS).

RCRC Selected for State Innovation Grant to Strengthen Rural Behavioral Health Systems

The California Behavioral Health Services Oversight and Accountability Commission has announced its intent to provide a grant award to the Rural County Representatives of California (RCRC) through its Innovation Partnership Fund to establish the Rural Behavioral Health Action Collaborative (RBHAC), a county-led initiative designed to strengthen behavioral health implementation capacity across rural Northern California.

RCRC and CSAC Back California to Defend Reliable, Universal Communications and Emergency Connectivity

On Wednesday, January 21, Mariposa County Supervisor Miles Menetrey was installed as the Chair of the Rural County Representatives of California (RCRC), a service organization that champions policies on behalf of its 40 rural member counties. Supervisor Menetrey took the Oath of Office as administered by Assembly Member David Tangipa and will lead the advocacy organization throughout 2026.
