Napa County Supervisor Anne Cottrell to Help Lead RCRC in 2026

SACRAMENTO, CA – In December 2025, Napa County Supervisor Anne Cottrell was elected by her fellow supervisors to serve as Second Vice Chair of the Rural County Representatives of California (RCRC). Supervisor Cottrell was officially sworn in on January 21st during the RCRC Board of Directors meeting, marking the establishment of the 2026 RCRC Officers. The Oath of Office was administered by Assembly Member David Tangipa.

Supervisor Cottrell joins Mariposa County Supervisor Miles Menetrey, who will serve as Chair; Santa Barbara County Supervisor Bob Nelson, who will serve as First Vice Chair; and Modoc County Supervisor Geri Byrne, who will serve as Immediate Past Chair. Together, these officers will lead the organization in advancing public policies and championing the interests of California’s rural counties.

“I am grateful for the chance to serve rural California in this new role,” said Supervisor Cottrell. “RCRC’s strength is rooted in our unified voice on shared issues. I look forward to working closely with rural county leaders statewide to advocate for the priorities of our communities and ensure their needs are represented at all levels of government.”

RCRC’s Board of Directors is headed by four officers composed of elected county supervisors from the organization’s 40 member counties. Napa County has been a member of RCRC since 2002.
